Description

Original bug title:
URL input should be enabled on click and option should be toggled to upload by url

As a user, I would like to be able to just insert the URL into the URL text input on [[Special:Upload]] without having to switch the tiny option before.

Current behaviour:
Input is disabled and I have to switch to the URL-option before.

This is a bit tricky to implement as disabled elements usually do not emit events.

Probably needs an invisible overlay to catch the click.
