Flow: no tooltip on watchlist star

Description

It's not obvious what the watch star will do, so I think a tooltip for each state would be helpful.

At the top of each wiki page has a star and she has a tooltip "add this page to your watchlist." Stars in each Flow-topic should have the same tooltip. There are currently no tooltip on the star. Inexperienced users will be difficult to understand what it means. ( from Flow feedback ru.wiki )

See also T94954: It is not clear what Flow's hide link is for (some users try to stop Echo notifications using it). If there was a tooltip, maybe these two experienced users would not have confused the purpose of the hide button...
