MassMessages are usually sent to one or both of two groups: self-selected sign up by users, or community discussion spaces that are related to a specific issue. For the second case, these places are linked through a Wikidata sitelink property. If I would like to build a target list based on related site pages, I should be able to use a Wikidata item to populate a MassMessage target list.
