Increase quota for deployment-prep (beta) project

Description

We are bumping our head against the instance limit again. Chad had to find an instance to kill so he could start migrating the cirrus servers to 14.04.

Current settings:

Cores: 110/120
RAM: 225280/262144
Floating IPs: 7/7
Instances: 43/43
Security Groups: 8/10

Maybe if we went up to 50 instances and 128 cores we would be good for a while?

Release-Engineering-Team can decide if they still need/want the limits raised or not.

Staging is:

Cores: 29/30
RAM: 59392/102400
Floating IPs: 0/0
Instances: 12/15
Security Groups: 13/20

and deployment-prep is:

Cores: 113/120
RAM: 231424/262144
Floating IPs: 7/7
Instances: 46/50
Security Groups: 8/10

So deployment-prep/Beta Cluster was raised to 50 instances (has 46), we probably need to increase staging pretty soon.

@yuvipanda: can we just set the staging quota to deployment-prep's for now so we have the room to grow out staging? I haven't done the instance math but it'll at least get us going.
