For 'jump wikis' set jump-url to Special:SecurePoll on 'control' wiki

Description

Right now when you create an election on the 'control' wiki (for example testWiki or voteWiki) the 'sub' elections (on the home wiki where they will start voting) are correctly made but the jump-url (telling securepoll where to go to actually vote) is set as "Special:SecurePoll".

This should be set to Special:SecurePoll (https) on the wiki where they will be voting (the wiki where the election was created, for now probably testWiki or voteWiki). For example it should be set to 'https://vote.wikimedia.org/wiki/Special:SecurePoll' if created on voteWiki and 'https://test.wikipedia.org/wiki/Special:SecurePoll' if created on testWiki.
