Briefly talked to Heather. It will most likely just be a one-time thing, maybe a few corrections, but not something that is updated on a regular basis. So i would say in this case Ops will just do it and we don't need to create a shell account for Heather for uploading. Just send us the files (this is scheduled for next Tuesday for now) and we will upload them.
