Setup Grafana for beta cluster

Description

We have MediaWiki profiling sent to a graphite (T75881), we would to present Beta-Cluster-Infrastructure profiling via Grafana as in done in production.

Grafana supports multiple backends, so we could potentially reuse the production dashboard to grab metrics from labmon1001.eqiad.wmnet.

Potentially, we could then uses Grafana templates to switch between production and beta cluster. Although Beta Cluster profiling metrics are prefixed with BetaMediaWiki.

gdash is gone. So I have repurposed this task to use Grafana instead.

The Grafana on production is able to retrieve metrics from the Labs graphite instance. An example is https://grafana.wikimedia.org/dashboard/db/labs-project-board which provides an overview of instances metrics.

So the infrastructure is there, it is up to people to create dashboards.
