When running a remote election (all of them right now) a user should be able to go to their local Special:SecurePoll (where they start voting) and click the 'list' button and have it redirect them to show the voter list of that election (which is hosted on the main 'voting' wiki). Right now it shows an empty list of voters despite many people voting from that location.
