Description

Regardless of whether we keep tokens enabled in this Phabricator installation, I don't think tokens changes should be reported via wikibugs. I think wikibugs should filter out/ignore tokens changes, similar to how we treat changes where only the CC field changes.

Obviously I'm a bit biased against tokens here, so please let me know if disabling tokens change notifications would be disruptive.
