Find or create a class named Transliterator something similar, which can tell for a target language what it can use as source to transliterate to the target. This functionality is already in core and is used in Wikibase. Add an interface for this that is usable from DataModel. Consider breaking this out of core as a component. Consider adding this to core. If not then wrap the functionality in core and add it to Wikibase.
