I've added a blocking task to another task and wikibugs hasn't reported it. Also, I don't remember it seeing it notifying such changes, and IRC logs doesn't show them neither, so I'm pretty sure it's not a one-time issue.

but not on T1232. I think this is an upstream issue (no XACT triggered for dependency changes), but I can't check this right now.

I'm not sure if something changed in the backend, but closing for now. If anything happens again, please let us know -- we now have the logging infra to easily check what's happening.
