Support Accessibility Guidelines for Media Viewer

As a disabled user, I can use Media Viewer, even in limited form.

Acceptance Criteria

Aim to support universal accessibility guidelines, to serve the needs of people with various disabilities (motor skills, vision, hearing, cognitive, etc.).

Also consider solutions for people with limited bandwidth -- or for users who browse with JavaScript, CSS, images, and/or colors disabled.

We may not be able to support all these use cases, but should at least disable Media Viewer in these cases -- and display a message explaining why it's not available.

Mass-removing the Multimedia tag from MediaViewer tasks, as this is now being worked on by the Reading department, not Editing's Multimedia team.
