Clarify license for Media Viewer

As a user, I can I better understand what the license label means (e.g. 'CC-BY-SA-3.0') and how I can learn more.

Acceptance Criteria

  • On hover, show a tooltip that says 'This image is licensed under a Creative Commons Share Alike 3.0. Click for more info.'
  • Clicking on the license link continues to take you to the Creative Commons page (for CC files) or the file info page.

Mass-removing the Multimedia tag from MediaViewer tasks, as this is now being worked on by the Reading department, not Editing's Multimedia team.
