'Close' button for 'Use this file'

Narrative

As a user, I want an easy way to close the ‘Use this file’ panel, so I don’t waste time trying to figure out how.

Acceptance Criteria

Show a ‘Close’ button in the ‘Use this file’ panel, such asan ‘X’ at the upper right corner of that panel, to make it easy to close it.

I currently implemented 3, mostly for the use case of navigating between images while having the reuse panel open.

Mass-removing the Multimedia tag from MediaViewer tasks, as this is now being worked on by the Reading department, not Editing's Multimedia team.
