Narrative

As a user, I want to able to retry image loading which failed for intermittent reasons (such as a poor connection), so that I can finally see the image.

Acceptance Criteria

Provide a way to retry failed requests (currently we cache the failures)
Expose that functionality as a button or link on the error screen

There is a retry link in the current version. If there are scenarios for which it is not triggered, then that should be fixed separately.
