Very simply, let's remove the entire tutorial step from UW.
Nobody really reads it, it doesn't stop copyvio or other problematic uploads, and it's just an annoyingly over-complex step and a bunch of code we don't want.
Adding needs-design because Pau should weigh in.

It would actually be interesting if we had any data on if it stops copyvios.
Obviously its not going to stop all copyvios, but does it reduce them (especially after controlling for if the user is a newbie or not)? If it reduced the number of copyvios by say 10% (to pull a number out of a hat), I would say we should keep it.
