Handle licenses which are not really licenses differently

There are two groups of licenses-which-are-not-really-licenses: public domain and copyrighted (fair-use, explicit permission etc). These use licence template metadata so Media Viewer will treat them as real licenses; e.g. the attribution text in the download tab will show "licensed under Fair use".

Acceptance criteria

  • come up with new fields for COM:MRD: maybe a "not a real license" flag and a "not free to reuse" flag?
  • implement support in CommonsMetadata
  • store them in the License model in MediaViewer
  • change the embed/download attribution texts accordingly

Mass-removing the Multimedia tag from MediaViewer tasks, as this is now being worked on by the Reading department, not Editing's Multimedia team.
