Narrative
As a user, I can get a warning if a file cannot be downloaded or embedded due to restrictions (e.g. marked for deletion), so that I don't use it inappropriately.
Acceptance Criteria
- Add warning in Download or Enable panels if image is marked for deletion (e.g.: Warning: 'This file cannot be re-used')
- There may be other use cases for this, besides marked for deletion (e.g. no copyright/license info)
- Other restricted files could include: Fair use files on Enwiki -- orlicenses such as CC-BY-NC & GFDL 1.2.
- We need to consider whether we should disable these tools as well, in addition to the warning
