Review and improve API error messages (api-error-*), possibly override them with UW-specific ones. Do they identify next steps? Do they even exist? (e.g. api-error-publishfailed does not.)

Most of these are caught now. publishfailed is not one that I have seen in the wild, and you can see my close note on T77824 for more on that. I'm not sure UploadWizard ever sees that error, and if it does, then someone coming to us with the error message is the best thing that can happen anyway, because something is almost certainly very wrong.
