The Assigned to field supports only one value however it looks identical to the CC field, this is confusing to users, when they try to add additional users to this field.

I think we haven't seen feedback from other users or installs that this is confusing in general, so I don't currently plan to make any changes here.
If we did receive more feedback about this being a point of confusion, I think I'd likely try to address it explicitly (e.g., put a visual "limit: 1" or a hint like "You can't add more owners." when you try to enter more text) rather than just making the field narrower, particularly for mobile.
