Calculate the ratio of opted-out anonymous users of MediaViewer

Description

Set up an EventLogging schema which samples what percentage of anonymous users have opted out of MediaViewer. (Could be extended for logged-in users as well; this is already done for them via DB queries, but those calculate a ratio based on users, and this one is based on page views, so it would be easier to compare.)
