Is there a wiki page or a task dealing with a maximum number of topics that a Flow page can handle, or that a TOC will show?
Use cases: Jimmy Wales'Talk page and en.wiki Technical Village Pump.
As of now, there are no overall limits (topics per page throughout the page's lifetime). However, there are internal limits (some of which users will notice, e.g. the number of topics initially shown in the TOC) to how much is shown at once.
Both use infinite scroll, so it should handle both of those cases without running out of memory as soon as you load the page, or initial page load time scaling with the total number of topics.
However, viewing very old content is still cumbersome, which we'll have to work on somehow later.
