Migrate from Squid to Varnish

Description

Now Varnish is taking shape nicely and getting the features that we need, it
would be nice to migrate our usage of Squid to Varnish.

The new bits cluster has already been setup with Varnish, since it was easy and
had few requirements. The next step will be upload, for which we'll need at
least:
a) Squid UDP logging support
b) HTCP purging/nuke support
and possibly: persistence.
Text will be even harder, since it has a more complex configuration.

Per email from Mark on 2013-12-17 "squid and the pmtpa caching layer are gone,
outages", it seems that Squid is totally gone. Can we now close this ticket?
