Email preferences can be set even when email is completely disabled

Description

Author: pfh

Description:
I've inserted paragraphs on [Economic Growth] concerning some
of its controvercies, that have lasted for months only to be
erased by people with axes to grind apparently, with out
notice. I have 'watch this page' checked to be notified of
changes, but don't get notices. What I'd like is a way to
come to agreement with the parties doing the edits on having
respectful differences of opinion included.

You won't receive email notification because it's switched off for that wiki.
The watchlist still works as intended, though - visit Special:Watchlist and it
will list the most recent change to any page on your watchlist.

This is not the best place to ask, but since I'm here: is it still the case that email notifications can be turned off for a wiki but still have preferences that imply to users that they are turned on?

(To put it another way: the correct response to this bug, at the time it was filed, would have been to retitle it "Preferences page gives users false impression that they can receive email notification when notifications are disabled", rather than closing it. I would reopen it that way now but I have no way to know if it is still a bug or not.)

[Reopening and setting TESTME as per conversation with Andre.]

I'm testing this if someone could remove the "Testing a bug, remove this" at the bottom of the page of Economic Growth

@Lukeyhano: I don't recommend inserting unrelated content into Wikipedia articles as other people will consider it vandalism (plus the problem is not related to any specific article). But your edit on en.wp has been correctly reverted there already, don't worry.
Anyway: Did you add the page to your watchlist before making that edit?
And did you have "Email me when a page or file on my watchlist is changed" enabled under https://en.wikipedia.org/wiki/Special:Preferences ? That's crucial information to have in this Phabricator task, in order to know if you actually tried to reproduce the problem described in this ticket, or some other problem. :)

Confirming that with the page in my watchlist and the "Email me when a page or file on my watchlist is changed" setting enabled, I do get emails about changes to pages.

Aklapper removed a project: MediaWiki-Page-diffs.

This sounds obsolete nowadays. Please reopen if you can still reproduce.
