Setup HTCP monitoring alerts

Description

Probably passive checks sent by something following the multicast stream
(varnishhtcpd? ganglia plugin? udpmcast? something specific) will do the job.
Alert if nr of purges is below a given threshold, or packet loss above a given
threshold.

We're moving to purged using kafka, so we will set up alerting based on that, rather than on htcpd
