Delay when rendering main menu

Description

Click the hamburger icon on a desktop browser e.g. Chrome
The main menu takes about half a second to render - it's black until then.

This should be investigated and fixed asap. I'm worried it's hiding a nasty bug.

Works fine in Firefox. Wonder if it's related to the EventLogging.

The bug seems to be introduced in this patch https://gerrit.wikimedia.org/r/#/c/180344/
