"Quote"/"View Raw" comment dropdown options not available in yet-to-define circumstances

Description

STEPS:

  1. Be an admin
  2. Go to a long task and click "Show older changes."
  3. Click on the dropdown on the right of any comment previously hidden that you have not created yourself

EXPECTED OUTCOME:

  • Quote
  • View Raw
  • Remove comment

ACTUAL OUTCOME:

  • Remove comment

MORE INFO:

  • The problem does not happen for any (recent) comments that were not hidden by "Show older changes."
  • The problem does not happen being a normal user on secure.phabricator.com (but I am not an admin there).
  • The problem does not happen on my local test instance when being an admin.
  • TODO: Does this happen as a normal user on phab.wm.org? I'm unable to make my private account display "Show older changes." on any tasks, sigh.

I can reproduce as admin.

As a normal user, I remember that sometimes there were options missing, and I also remember that there was some discussion and a patch upstream recently. However, I don't recall whether such patch was before or after our last upgrade.
