TOC can lock (preventing scrolling down or up) even when there are remaining topics (ToC v2)

Description

To reproduce:

  1. Hard refresh of page.
  2. Click "Browse Topics".
  3. Click something in the first 10 (e.g. 8th topic).
  4. Click topic name (to re-open the TOC).
  5. Hold TOC downwards scroll bar button, to continue scrolling down TOC.

It may jitter, but it will not actually scroll down.

Tested in Firefox/Iceweasel 31.3.0.

It looks like I partly fixed this in patch set 13 of https://gerrit.wikimedia.org/r/#/c/180353/ , but there's some remaining issue, which I'll try to look at this weekend.

Patch set 14 of https://gerrit.wikimedia.org/r/#/c/180353/ should fix it properly. I haven't been able to reproduce it at all after that.
