Mobile room at the MWDS 2015

https://www.mediawiki.org/wiki/MediaWiki_Developer_Summit_2015#Schedule features a Mobile room (Robertson 3, with a capacity for 50 people in classroom setup).

This room was proposed by @Qgil and @Rfarrand when @damons requested top priority for mobile related topics. In further discussions with @RobLa-WMF though, he argues that a dedicated mobile room might be a way to actually isolate mobile from the rest, rather than promoting the emphasis in mobile across the agenda.

The MWDS is approaching fast, and we need a plan. The organizers of the event are pushing for "togetherness" as a driver of the event as a way to encourage discussions across teams and topics, but solving the questions of the Mobile room requires the initiative of (ideally) the mobile teams, the Architecture Committee and WMF Engineering management. @Tfinc is the ultimate owner of the mobile topic.

Just like we have committed to T85632: Pre-schedule all the 2015 MediaWiki Developer Summit sessions in the main room by the end of Monday 12, we should also have a decision/plan about the Mobile room by the same date.

The main and mobile rooms are the only ones with centralized planning. The rest will be open to self-organization by the promoters of the sessions.

We have decided not to have a Mobile room. It would cause a mobile silo and a de-mobilization of the rest of the Summit. Instead, all sessions are encouraged to consider including the mobile perspective when relevant.
