Create labs project for CI disposables instances

Description

To eventually one day run Jenkins jobs in disposables VMs (T47499) we would like to reuse the labs infrastructure.

We could use a new labs project contintcloud which will be used solely for booting disposable instances.

Project Name: contintcloud
Purpose: spawn disposable VMs for CI purposes
Wikitech Username of requestor: Hashar
