Use case: Administrators need to merge one page (Acronyms) with another (Abbreviations), but they want watchers on the old page (Acronyms) to end up on the new page.
Normally this would happen when the page is moved, but merging it doesn't do that.

Under "Action" there is no "Change priority" in the dropdown for you? Because that works with my average account here. Should not require any permissions.
