Uploads: cannot upload a photo

Description

Trying to upload the attached image from any page using the page actions upload button. Right before the error, I get this message:

Warning! This photo looks suspicious. If it's not a photo that you took, please do not upload it. Do you still want to continue?

After I click 'OK', I see the following message in console:

Uncaught TypeError: undefined is not a function

Whilst trying to verify/debug this, I discovered T87006. However, with the temporary fix for T87006 (185423) applied, I can't reproduce this on master.
