O3. Drop viewport units IE 8 does not support (TOC v2)

Description

We are using vh, a new unit suffix (meaning percentage of viewport height), a new CSS feature that IE 8 does not support. I haven't tested yet, but this almost definitely causes major UI breakage in IE 8.

We might be able to use it with progressive enhancement, so there is a suitable value specified earlier (it seems that the LESS file tries to do this in one place).
