[Task] disable issues on github repos

Description

Disable issues on github repos as they were moved to Phabricator. See https://github.com/wmde/ and https://github.com/DataValues/ .

Also add a link to phabricator to the README in each repo.

Btw. should the issues in https://github.com/Wikidata-lib also be moved to Phabricator?

I removed the "Issues" tab on all GitHub mirrors a while ago, but left them open for code bases that are actually on GitHub. We monitor incoming issues and turn them into Phabricator tickets if needed. Not being able to report issues the GitHub-way would be very inconvenient for volunteers.
