Environment- beta
Chrome 39 and 40.
1> Select Heading format
2> Select Language Annotation
3> Type in some text, notice the language context menu stays behind the cursor position and typed text.Screenshot

The issue happens for Heading or Page title only.

Apply language annotation or a link to a portion of Heading or Page title.
Place the cursor at the next to the last character of language-annotated(link) portion of Heading(Page title)
Move the cursor to the last character - the lang context menu(link inspector) will jump to the middle of selected text
Start typing - the context menu is still positioned in the middle of selected text

This seems to work correctly these days. The context menus have been redesigned since this was reported.
