We need a way to go to translation dashboards besides "create new contribution" since users who already have translations have different intention of going into translations than creating a new one.

@Pginer-WMF, what do you think? This idea can make ContentTranslation very accessible, but it will also make creating a translation more accessible than creating a usual article, and that is a bit ironic.
I'm more in favour of consolidating an entry point for several kinds of contributions rather than adding separate top-level entry points for each of them. This is worth keeping in the backlog (and I'm ok in measuring how effective it is to bring people into the translation process), but I'd like to try other approaches first.
In a meeting with @Nirzar today we have explored several ideas that I'll keep adding as part of T87867: Experiment ways to get more users to translate articles (tracking)
We now have the consolidated pop-over, and the compact bar is irrelevant at the moment. Should we close this one?
