Presently globally blocked users get the message "You cannot log in because your account is globally locked." upon trying to login. This prevents the use of gadgets, watchlists, user preferences, and everything else that requires login. It would be better to merely block contributions and use of email.

This is currently working as intended and I see no current need to change it.
Leucosticte, as you know from the notice you were sent, you are not welcome on any Wikimedia services. This includes Phabricator. While your account here was certainly not closed completely (by accident) I think that you know, full well, that this is in violation of your ban. The one exception is that if you would like to reply to the email you received (to ca@wikimedia.org) you may and the request will be reviewed.
