I updated it a bit according to my understanding. diff But now it is a combination of new and old procedures. It'd be nice if someone who actually does this could update that page.

It's still wrong as it tells you to add wikis to dblists prior to running addwiki. You can't do that.
I think tickets that are about updating a wiki page are hard to close in general. They are very open ended and we have a huge amount of pages that have some (or more!) detail that is out of date. Probably almost every single wikitech page could have a task associated that says to update it.
