Enable interwiki search on Meta-Wiki

Description

Meta-Wiki wants to have interwiki search enabled whenever possible for as many and whichever wikimedia.org/special+wikimedia subdomains possible.

Chad, at your convenience, please start testing whatever is easiest/most fun for you. :) And let me know if/how I can help.

Stakeholders: Meta community
Benefit: adds interwiki search that they want
Estimate: Actual code change is like 45 seconds. Maybe 2 minutes if you have to find the right file. We should monitor this as it goes into production so this'll take an hour long release window (simply because its the second wiki/wiki-family with this feature) and some extra monitoring.

Perhaps I should be more direct: in the past, the technical maintainers and primary contacts for CirrusSearch/Elasticsearch were Chad and Nik, as I understand it. Both of these individuals seem to have shifted focus, so who specifically can review code and implement features into our search infrastructure today?

That's not off-topic, it's one of the most important questions that needs to be answered in order to resolve this task.
