Consider possibility of enabling Flow on translatewiki.net

Description

There are some investigations about Flow ongoing. This task merely lists what are the blockers to avoid regressions in TWN-specific matters.

It's not going to list blockers which are such for any wiki, nor to be a full list of requirements, nor to list "nice to have" which we never had or can't have in LQT or wikitext or others.

I've read the documentation for Flow but it didn't address most of the TWN workflows. Some more things to check are the TWN reports against LQT (minus fatals and exceptions, usually LQT-specific).

@Quiddity, can you test/verify those reports to check what other regressions there could be among past issues?

AFAICT, blockers are insurmountable, update them if not; additionally, TWN will not take up the risk to be forced to maintain Flow for years as happened with LQT.

I'm not going to edit war with you about the status. I'm sure if Niklas and Siebrand want to get in touch with us about this, they will.

However, don't remove projects that are clearly relevant. Even if we decide not to do this, those projects are still connected, and this should still be searchable. We don't remove projects from invalid bugs or declined feature requests, etc.
