The site_data column in the sites table holds a serialized PHP array. This makes it hard to edit the values. The information should be stored in JSON format instead.

As I commented on the patch, T437691 probably won’t solve this; however, dropping the entire table in T431093: [EPIC] 🧹Replace sites table with SiteMatrix lookup probably will.
