Some traffic is not identified as Zero in Varnish

Description

As shown by privately emailed logs, about 0.6% of one carrier's traffic to en.m.wikipedia.org is not tagged with an zero= tag in X-Analytics.

So... Is this otherwise confidential? Or should it be public?

This can be public - the log is confidential simply because it contains user IPs, etc, but the taks can be public as it has no private information

I'm removing this from Scrum of Scrums tracking as we know there will be no movement on this for a while. I think manager folk types have to prioritize this.

Over a year old, never went anywhere. Make a new ticket with convincing evidence included if this is still an issue someone cares about.
