replace [blog|techblog].wikimedia.org sha1 certificates with sha256

These are hosted with Wordpress, so I'll be emailing a copy of the certs (once in our repo) to their support folks for replacement on the blog system.

I've emailed the replacement certificates to wordpress/automattic. Once they confirm they have them in use, I'll revoke the old sha1 certs.

Leaving this open (and stalled) until that happens.
