Fix documentation & puppetization for labs NFS

https://wikitech.wikimedia.org/wiki/Labs_NFS seems fairly out of date (@Andrew couldn't find the start-nfs script), and also sounds unpuppetized. Should be documented better, and puppetized to a point where things require minimal manual intervention.

There is WIP documentation at https://wikitech.wikimedia.org/wiki/Labs_NFS and, as far as I know, T102478 covered the puppetization.

Not closing yet as the documentation needs further details.

Are you sure the shelves are connected to both hosts? I thought they
weren't.

I think a diagram would be really helpful too...
