Project Name: grantreview

Purpose: acceptance testing for IEG Grant review application (which is being expanded to be more general purpose than just for IEG grants). Previously the staging VM for this was in the Mediawiki-core-team project but since the application is being handed off to contractors for further maintenance and enhancement it seems like a good idea to move it into its own project.
