Drag-and-drop of text while editing the description of a task or writing a comment does not work

Description

I am editing the description a task on phabricator.wikimedia.org.

I select some text. I try to drag-and-drop the text somewhere else in the description.

Expected result :
Drag-and-drop works. The text moves where I drop it.

Actual result :
Drag-and-drop does not work. The text does not move. The text area becomes grey.

It looks like the drag-and-drop feature for file steps in.

I have IE 11 on Win 7. Yes, I know... But in a standard text area drag-and-drop works.

It would be nice to correct this bug.

Addition :

The bug also occurs when writing a comment : drag-and-drop of text into the text area is expect to just work, instead it fails. With Firefox 35 Mac.

[The first time, I was going to choose a project, so I looked at the projects. But I found a mess of hundreds of projects, with cryptic names, so now I leave this for people who know. Thank you for knowing ! Now, I don't even know how I did find the list of projects. When I create a task, there is an empty field "Project" but no way to see the list of projects.]

I will look at this help.

If the user has to choose a project, this help would be needed in Phabricator, in the task creation screen.

[OT] The Phabricator frontpage links to the help. I don't want help buttons everywhere, plus it's not that trivial to maintain either.

I can reproduce, affects all browsers, so not an IE 11 bug. Should be filed upstream.

(By the way, IE 11 is a pretty solid browser, and its few bugs are no worse than the bugs in Chrome and the likes.)

I enlarge the scope of this issue.

With Safari Mac, this bug also occurs.
