The Lock and Unlock topic forms and preview appear in the topic titlebar, much like Summarize/Edit summary, but they behave differently from Summarize and from each other.

• No placeholder text for any of them.
• The Lock/Unlock forms and their preview hide the existing italic summary even though they leave it unchanged.
• Unlock topic form and its preview leaves the existing Lock reason displayed in the titlebar even though unlocking removes the Lock reason.
• The reason you give in the Unlock form doesn't appear in the titlebar; it appears in the Flow board history, more like a reason to delete or hide. So it's not clear why it has a preview mode, or a Terms of Service, or even why it appears as a textarea within the titlebar at all.

Fixing the first flaws above is uncontroversial, just need placeholder text. But the last one is complex.
