page protection (semi/full) currently works[1] to prevent:

• edits to the header area
• creating a new topic.

it does NOT currently work for preventing:

• replies/edits to existing topics/titles/summaries. (But Erik says that's an easy fix - we might want to get that patch done a.s.a.p. (Ha! He's done it already https://gerrit.wikimedia.org/r/158504 ))

Eventually, we'll probably want a separate way to protect just the header area. (Possibly a "last-edited time/username" for the header would also help or solve this)
