Puppetize /usr/local/bin/jobkill

Description

/usr/local/bin/jobkill is referenced by modules/toollabs/templates/gridengine/queue-continuous.erb, modules/toollabs/templates/gridengine/queue-dedicated.erb and modules/toollabs/templates/gridengine/queue-task.erb, but is currently not puppetized itself. It needs to be installed on all execution nodes.

@yuvipanda: Why the moves for resolved tasks? Don't you have "Filter: Open Tasks" enabled on the Toolforge workboard?

I found it just after I did, and then I realized I've moved them to the wrong column...
