Missing scroll bar on "Settings > Home Page"

Description

On https://phabricator.wikimedia.org/settings/panel/home/, I don't see a scroll bar, but can scroll using touchpad. I'm using Firefox on Windows.

There are four lines to scroll in the sidebar (left).

I can't immediately reproduce this at HEAD, nor on this install.

I suspect this was related to our experiments with custom scrollbars about a year ago -- I think the timeframes line up. We ultimately found a mixture of technical and product compromises which allowed us to retain the main scrollbar as a native scrollbar, so issues in this vein should not reoccur in the future.

I see a scrollbar, because I got a long panel. But I got a big screen too (1920x1080)

I see a scrollbar too here. Closing as declined as nobody has mentioned to reproduce yet.

@FriedhelmW: If this still happens, could you provide your screen resolution and a screenshot?
